His stall is on the main road almost on the junction towards the port area. 15 Rupee for a fantastic veg samosa. We take turns to cycle in a couple of kms on our samosa run. Not sure when he closes but we always buy around 3 to 4 pm. Good taste, crunchy and nice little nit of spice to them. He also has noodles and omelette on offer but we only have samosa. A food stall not always open, and always in the afternoon with snacks available, especially for samosa.
