I found the cafe by happy accident. It is near the Metro Choti Chopad Gate 3. It is up a steep set of stairs so not suitable for infirm or disabled people. Very clean, nice decor and polite, helpful service. Quite a lot of choice on the menu including Western European foods and Chinese dishes. Everything is vegetarian. Lots of different drinks and ice creams. I had a lunchtime snack of Kadhi Pakora ( 190 RS) with 2 rotis. 20 RS. Very tasty yoghurt sauce. I also had a Mango shake 130 RS A small dish of ice cream with glace cherries topping was 55 Rs. I will probably be visiting again to try more dishes. I sat inside so I will sit outside high up for the view next time.
