Cleanliness is expensive for them. Try visiting this place for breakfast, you can count little roaches running over washed plates and over the ketchup bowls. They'll mention quantity of rice and meat in their menu but will never abide by them. They serve large amounts of biryani rice and very few bone pieces covered with little meat.
